eBay.ca changes to "no retuns" when shipping to USA is selected

Hi guys!

Very new to selling on eBay. When creating a listing of an item, in the end, under "Returns" I checked the option: "Accept returns, and then selected: "Your buyer should contact you within: 30 days".  I also selected "Return shipping paid by: Buyer"

Looking at the item, listed, I noticed that when the shipping is set to Canada, it says "30 days after the buyer receives it - The buyer is responsible for return shipping costs" but if I change the shipping to the USA, the Return policy changes to: "The seller will not accept returns for this item."

Why is that? I looked everywhere to change this setting but I can't seem to find it. I want to say "Return accepted" even to shippings to the USA. 

Anyone had that problem before? Or is anyone aware of how to fix that? I would appreciate any input. Thanks so much!

have not encountered the issue to which you are referencing.

When you scroll down to the bottom of the listing page, there is the section "Preferences" and the ability to "Edit" Returns...is that the section that is not working for you?
