I was charged a selling fee for something i did not sell
The kid, eh? Usually it's the cat. Or the babysitter.
Because I am skeptical of these 'it wasn't me' claims, I would be thanking the buyer for the information, opening an Unpaid Item Dispute (heidi gives the method above) and recovering my fees. You have up to 32 days to do this.
The further advantages of this are that the bidder, who lets just anyone use her account, gets a Strike for non-payment,which may restrict her ability to bid on eBay in future. In addition, she cannot leave feedback for you.
You can set your Seller Preferences to Block bidders with Strikes for non-payment. It is also useful to set a Preference that will Block bidders who do not have active Paypal accounts. If you were using Fixed Price listings, you can also require Immediate Payment.
