how can I avoid getting Customer Service in the Phillipines?

It seems that lately, when I call eBay or PayPal Customer Service, to get help, I get greeted by someone with a strong accent in the Philippines.  I would not mind except that they can barely be understood, not to mention that the connection is not clear so they sound far away as well.  I tried contacting the Complaint Dept. but it does not exist.

 

Hey, when you're perfect like eBay, I guess no one needs to complain.

 

After 15 years on eBay, as a seller and buyer, it's sad to say but I am going to close my account 

 

Ebay has been getting worse and worse over the years.  The Global Shipping Program, the way they are hard to contact and then when one makes contact, they barely get help

 

Does anyone know how to proceed to avoid this garbage? Like a North American number? I even tried contacting the Head Office in San Jose, California, and guess what? No way to get through that number unless you have an extension to punch in.

 

Any help would be appreciated.  Thank you
