Activating offers

When it comes to activating offers, like 6% ebay bucks, sell next 50 items for free etc...Why not just give it automatically, I don't just have time to sift and read through messages and click to activate.

I would assume the reason is that if a user has to work for something -- even a little -- they are then invested in whatever caused them to expend the effort. And are therefore more likely to actually use it.

Just got an offer for something I was looking for, for 6 dollars less US. Click on the item and get the following message: Does not ship to Canada. Similar to getting a selling offer/discounted purchases email after it expires. Really of no use what so ever!!
