Ok apparently I was using the old selling protocol. For all new sellers
search "Ebay Selling Hub" and get on the new hub which for whatever
reason You have to engage Yourself its not the default selling platform.

ya and paypals fee was 3% and Ebays fee was 10% , now Ebays fee is 13%
so it makes no difference, oh exxcept that now ebay also charges extra
GST taxes on stuff. THeres import fees etc. Its definitely worse now.
