You can use the official eBay business tool: https://ebaymag.com/ It
groups return policies in with shipping methods, so you may have to go
and adjust some things it fills in a strange way.
I believe the items will be sent to a hub in the GTA. One of the reasons
you could give for opting out of the program was something to the effect
of 'shipping costs to the GTA being too high'.
