Buyer can leave negative even has an unpaid strike on this transaction.

Recenlty my friend sold sth to a new buyer.
(In the list, he clearly said item is opened.)
Buyer didn't pay for the item for 2 weeks.
So, my friend opened an unpaid dispute.
But buy still didn't pay for it and leave one message in dispute page " item is used, but seller listed it as opened" (what's taht logic)
After 8 days, my friend closed the dispute and gave him an unpaid strike.
Suddenly, he found the buyer left a negative feedback. Even worse, the feedback shows and affected the score!!!

He reported this to ebay and get this message:

A buyer responds to the Unpaid Item process, but in replying to it the buyer does not express dissatisfaction with the seller or the item. Subsequently the seller issues an Unpaid Item strike against the buyer.

Forget negatives, but Is there anyone among us who routinely files a police report for every missing item that customer claims not received?

I read yesterday that shoplifters receive larceny charges even for smallest amounts (see the CNN, Dumbest Criminals column - guy who drank the wine in the store and then asked the clerk "So are you going to call the cops now?". The clerk did).

So if the buyer claims lost parcel, it may be mail theft or online fraud, both in the competence of local police to investigate. If they get several similar complaints about the same person, they may actually get a crook. If every small online seller does this, it would take no time to take out the weeds.

Dear Customer,

I understand your frustration with lost parcel, but please keep in mind that the mail may get slowed down for customs inspection.

I really apologize for the inconvenience, but part of my standard procedure is to file police report in home town of every customer who claims missing parcel. You have nothing to worry about and this is only to prevent the mail theft. You may receive a phone call or visit from your local police to verify my report.

If you would like to wait a little longer, you may eventually get a parcel and save my time looking up fax number of PD in your town.

My question is ... how annoying the above will be to those customers who did not do anything wrong and have their mail stolen? Will they appreciate this, or will they get annoyed?

it seems so. I always search before posting if something has been talked about. Now I thought I was responding to different thread that was few weeks ago, but similar to this one.
