l have ebay account but l dont have paypal because my country is not on paypal list.Can l use paypal from my friend who has it?He also has ebay account.So can we use same paypal account on two different ebay accounts?

No you cannot.

Get your friend to buy it and see if the seller will ship it to your country and if not then get your friend to buy it and reship it to you when he/she receives it.

What you suggest is not possible for a number of reasons. Hopefully PayPal will be coming to Serbia sooner rather than later.
