Why charginf FVF on shipping ...Is that fees added as profit with Canada Revenue on GST and tax payments? Must be milions of dollars that ebay charges. I will find out my self but need an answer first.

There were too many sellers (at least in the US) that were circumventing paying fees by listing items for real cheap, like 99 cents but with excessive shipping. I've seen some with upwards of $150 or more for shipping. The seller would only pay FVF on the winning bid price. If only one person bid, the FVF would based on the 99 cents although the seller collected $150.99.
Too many excessive shipping reports so ebay decided to punish all sellers. Although I have seen excessive shipping, I do not think it was rampant enough to warrant the punishment of all sellers but that's just my opinion.

Ebay charges fees on everything because in the old days too many sellers charged 99 cents for the item price, but $85 for shipping, - so the seller only paid fees on less than a buck. You can see why ebay would change that. The total price to the buyer was the same, as most buyers search 'price + shipping' anyway.
It's a way of making the fairest possible environment for everyone, so that honest sellers who ask a fair price for the item and a realistic shipping fee are not charged more heavily than clever sods who craftily beat the system. The way it is now, sellers can divvy up the sum any way they choose but everyone pays the same fees.
