I want to list somethings on eBay and take offers instead of bids. Is this allowed.

Yes and no.  Who do you mean by "you"?  Do you mean sellers in general?  Anyone at all?  Or do you mean YOU? 🙂

If you want to sell that way you will need a bit of feedback first.  To sell at all it may be a good idea to buy a few things, - just little things like paperclips, printer ink, packaging supplies, and so on.  It will give you a better idea how the whole ebay thing works, and people feel better about buying from someone with a bit of feedback. 

More importantly, you will have a bit of time in which to read up on various ebay policies.  You can start with this one about selling with 'Make an Offer', - note you need to have a feedback score of 10:

Oh, five, rather.  One cannot sell on ebay without a paypal account, not that I've heard, anyway, so according to the link if you have a feedback score of 5, that oughtta do it.

Phew, - we have to watch out for The Corrector, waiting to pounce.;-)

Have a look at the link, though, - you can set it up so that you automatically accept offers over a certain amount or decline below your lowest point.  When you receive an offer, you can accept it, decline, let it expire or make a counter offer. 

If you make a counter, the buyer can accept, decline, let it expire, or make a further counter.  They're only allowed 3 offers on the same item.  But you'll want to list with a reasonable starting price because there are people who would like your item but aren't fond of the 'offer' format, so they'll just buy it outright, - which is good if you were actually willing to take a few bucks less.

That's called an Auction, as opposed to a Fixed Price sale.

You can list up to 50 auctions free, but you do need to give a starting price.

This can be one cent if you like.

You can end your auction at any time (up to 10 days) if the bidding reaches a price you can live with.

One caveat.

It probably won't.

New sellers with low starting prices generally get one bidder, so the item sells for the starting price, which can be, as mentioned, as low as a penny.
