Do international sellers have to issue tracking # and send by registered mail for example?

I received a registered parcel mail notice and had to drive to the next town to sign and retrieve my $15.00 item (was not pleased)... Seller said " Case of now ebay policy . the international shippinge need supply tracking number in system. And for customer can 100% get they package, if lost can track. So now we shipped all by the regsister mail. To be frank , we also hope can shipped with the not regsister mail. that can save start price."...
Is this correct? International shipping has to have tracking number and be registered?... having trouble believing this!!

No. International sellers never have to ship registered, nor do they have to supply a tracking number.
Was this seller from Asia? If so, everything they send is registered or better. Shipping costs for sellers in Asia are dirt cheap. Also, a tracking number would help cover them against non-delivery claims. If the difference between covering my own ass or shipping across the world untracked is 50 cents, which would you choose?
