For most purposes (item not received, promised refund not received, unpaid item, etc.) the Resolution Centre is more useful.

Given that this is the Easter Weekend, you will be talking to the call centre in the Phillippines until Tuesday when the Utah people come back in.

The Americans speak slightly better English, but have trouble with concepts like "Canada".

At the bottom of this page, click on "Help & Contact", then "Contact eBay" tab.  Choose any topic that seems relevant, such as "Buying" > "How to pay for an item".   Not all topics will provide a link, but many, such as the one above, take you to a screen where you will find, on the right side, 2 choices:  call eBay, or have them call you.  Follow the prompts.  Have all the relevant information ready.

They will give you a phone number and a PIN.

Use the PIN promptly, it is time -limited.
