There was a bid from Mexico despite it being on my exclusion list. I wonder what happened?

They might have another address registered with ebay in a country which you didn't block. That's allowed. I have legitimate postal addresses in both the USA and Canada; this bidder might have two homes, one in each country.

Assuming, of course, the buyer doesn't expect you to ship to Mexico.
You don't have to do that.
If it were my listing, I'd contact the bidder for clarification, and then cancel their bid if it was their expectation you *would* ship to Mexico. It is a higher-risk destination.

You can cancel the bid and add the bidder to your Blocked Bidder List.
You don't need a reason.
But you might Message the bidder and ask if he has a US or Canadian mailing address first.
