Promotions are offered for the benefit of eBay, not as a reward to sellers.
If eBay needs more items in your categories, you may be offered some FL promotions.
If eBay thinks you haven't been listing as much as you used to, you may be offered some FL promotions.
If eBay wants to have more sellers open Stores, which give them a firm monthly income, you may be offered some FL promotions that eBay has found encourages sellers to open a Store.
As a rule of thumb, if your business cannot be profitable without any promotions, including TRS, Free Listings, etc, it's time to re-think your business plan.
