So you bought a cheap item from China?
It didn't work.
Surprise! At best you are going to get dollar store quality. While you get what you paid for, you are also paying for shipping from China, so how much value do you think your widget has?
The seller promised a replacement.
It never arrived.
That's a common scam. The only difference is that they actually sent something in the first place. Usually they never send anything.
They asked that you not leave negative feedback.
There is no policy about feedback. It's up to you and you have 60 days to leave it.
At the same time you are asked to leave Detailed Seller Ratings. These are much much more important.
The normal Rating is five stars. The lowest Rating is ONE STAR.
Sellers whose DSRs drop below 4.3 face severe restrictions.
In addition you can add a Response to any feedback , your own or the seller's, indefinitely. The most effective Response is calm and factual. 'Didnt work. Replacement never came. No refund.' for example.
Go to the Resolution Centre at the bottom of this page. File an Item Not Received dispute because you never got the replacement. If the seller cannot prove delivery, he must refund.
If he doesn't refund you, Paypal will and go after him for their money. He will not like that.
You do not need to talk to anyone. The robots will work for you.
If you have passed the Resolution Centre deadlines, go to the credit card you really paid with (PP is just a useful mediator) phone their 1-800 number and ask about a chargeback.
