Hi!! I bought an item on February 3/15 and I still haven't received it. Sent emails to the seller, but, he must be ignoring them because I haven't heard back from him. Now I guess it's too late to have anything done? That's crazy!! What now?!! He gets the money, but, the buyer is out of money and has no item!!
HELP!!!!!!!!!

It might be too late for you to leave feedback on eBay but not to open a Not Received case via paypal. Go to your paypal account and look through the history until you find the transaction in question. Do this on a desktop; I'm not sure the information is readily viewable on a mobile device. There should be a line of text near the bottom that asks you if you've had trouble with the transaction. It should lead you to their Resolution Centre. Failing that, call your credit card company and ask about a chargeback. If you used a credit card, that is. But you can't open disputes with both. Good luck as you carry forward.

And if Paypal can't help go to the credit card you really paid with. Paypal is just a useful mediator.
Phone the 1-800 number on the back of the card and ask the customer service rep about a chargeback. She will need dates, amounts, currency used, transaction numbers, shipping services, etc. to process a refund.
But act immediately if PP can't help. Cards have longer deadlines than PP (although those have been extended lately) but cards do have deadlines.
