I offer more than one type of shipping internationally, one cheaper than the other. I'm trying to send an invoice, combining the two purchases of my buyer. How do I know which type of shipping they want? I know, I can write to the buyer and ask them but I have a feeling that's not what everyone else does.

Combine the two items, research your costs, and send the buyer all of their options, air mail, expedited, etc., and them let them decide what price they want to pay. Then they can not be mad with the service they choose.

...but don't offer them ground shipping, it's just not worth it no matter how inexpensive.

Most sellers don't offer the buyer a choice.
We want the item to arrive promptly and securely. We want to be able to track and insure delivery as well if we can do it at a reasonable cost.
In my opinion, none of these choices, which affect MY business, should be left to the buyer.
She wants to put in a nickel and get the dollar song.
Since you did offer multiple choices, contact the buyer for her choice.
Be aware that she will choose the cheapest option, but expect the more expensive service.
But cat is absolutely right. Don't even breathe that Surface shipping is an option.
In future, don't give choices.
