Yes and no.
Paypal has Buyer Protections almost as strong as eBay's. However, they also as I understand it, will only insure one payment per transaction.

I'd be very cautious since the seller has no feedback and no Detailed Seller Ratings for you to judge her by.
Start by phoning her and talking. Sometimes that gives you a better idea of whether the transaction will be smooth. (Actually, I would phone that seller before paying in any case. Purses are a high fraud item on eBay)

I didn't see anything in your buying history for $10,000. Was this on ebay? Was it a private listing? What is the item number?

While normally it is quite safe to pay a PP invoice for an eBay purchase, providing the seller gives the eBay transaction number in the invoice, there is a problem with split invoices.
Paypal will only extend Buyer Protection to the first payment.
So if you sent a $5000 and a $7 500 payment, and something goes wrong (counterfeit, non-delivery, damage) PP's maximum refund would be $7 500.
I looked at the purse valued at $10 000 and frankly, I have my doubts. A brand new seller, with no feedback even as a buyer?
Nuh-uh.
Ask for a Mutual Cancellation and move on.

I read that Burberry purse as being $9, 999 not $999.
Are you involved in a 'sale' that was set up on another site, like CL or KJJ and is the seller claiming that the finances will be handled by eBay?

This a scam. There is no item (usually a vehicle). The seller is not a recent widow/ oceanographer/ on duty in Afghanistan. If you send money you will never see it again.
