How is a seller able to advertise an item at a different price than they are actually selling it at?

How can a seller put a price on an item of $1.99 but when the color of the item is filled the price changes to $8.79. Luckily I noticed before hitting the purchase button! When seller was asked about this they stated the $1.99 price was for a gift box. Which is not even advertised for. I feel this is false advertising and if not careful to make sure price remains the same a buyer could be duped into paying a higher price for the item than they were expecting to pay! I think sellers should not be allowed to do this! What does everyone else think? Has anyone else run into this?

There is a Report button on every listing. Use it.

He is breaking the rules, but eBay will only find out if you let them know.

Not sure what the violation is? So many to choose from but none seem to exactly fit the offence.?
