I'm sorry to hear of your difficulties.
I think this is one of those times you'll need to call into Customer Service to expedite things. Mention the other party has been suspended.
Go to a desktop computer and look for Help & Contact at the top of the page.
You want to Resolve a Buying Problem.

Ebay is becoming more of a supporter for the seller then for the buyer. They have cut back on things you can complain about. Once upon a time you could complain about inflated postal charges no longer can do. They will get to it when and if they do. I have no faith in the Ebay management it's about making money foremost and that comes from the fees charged to sellers. We buyers are hear to make that happen for them. At one time they looked after the buyer now they protect the seller. Good luck with your claim.
