How to report seller if they misleading me on purpose

Seller agreed to refund because I never received the item. But ask me to close my case on ebay and open a case in paypal, because he said 'I can't find your transaction on PayPal. Can you please open case on PayPal so I can refund.'.

After I close case on ebay, seller didn't refund me, and with bad words to me. And now I can't open any case on ebay or paypal against him.

 

What can I do? I can't even find any place to report the seller!!

Go to the credit card you back your Paypal account with.

Phone the 1-800 number and ask about a chargeback.

 

Have your transaction information handy for the customer rep to process your refund. Dates, transaction numbers, currency, payment amounts, etc.

You were tricked into closing the case. Never close the case unless the item arrives or you have received your refund.

 

Make sure your feedback reflects the situation. You have 60 days from the day you payed to leave feedback.

I pay by paypal, And paypal can't open a case if you already open a case in ebay. toooooo terrible.

Paypal is just a mediator.

Go to the credit card you used to back your PP account.

Phone the customer service 1-800 number and ask about a chargeback.

 

The PP /eBay case is irrelevant to your card company.
