I bought an item, but never received it...so seller basically stole my money, any answers?

Absolutely. Open an Item Not Received Case in either ebay or paypal Resolution Centre, depending on how much time has elapsed since you bought it. Does the seller know you don't have it? Contact them first. Was there tracking? If not, it is an open-and-shut case.

Also -- how long is 'never'?

I allow 15 days for arrival from Europe

20 days for arrival from North America

30 days for arrival from Asia

Before contacting the seller and asking for the date and service for the shipment, and the tracking number.

If there is no reasonable* answer, I open the Item Not Recieved Dispute.

*An offer of a replacement is a scam not a reasonable answer.
