If the last estimated date for delivery has passed, first contact the seller.

Ask for the date and service he used for shipping. Ask for the tracking number.
If you do not get a satisfactory answer, go to the Resolution Centre at the bottom of this page and open a Dispute.
You have already contacted the seller so escalate to a Claim by asking eBay to step in.
