Allow 20 days for delivery from North America and 30 from Asia.
Have you tried to contact the seller?
There is a Contact Seller link on the listing.
Ask the seller the date and service used for shipping and the tracking number.
There may not be a tracking number, don't worry about this.
If the seller does not respond quickly (24 hours) or suggests a replacement (scam alert) go to the next step.
If the suggested delivery date has passed go to the Resolution Centre at the bottom of this page and open an Item Not Recieved dispute.
The first step is to contact the seller but you have already done that.
Escalate to a Claim.
If the seller cannot prove delivery (not shipping, delivery) you will be refunded. This is the only purpose for tracking.
If eBay's deadline has passed, go to Paypal.
PP allows 180 days for claims.

Find the transaction number for your payment and paste it into an Item Not Recieved dispute.

If the item was sent by a US or UK seller, using the Global Shipping Program, say so in the text box of the Claim. The seller is off the hook, and the Claim will be against the GSP. This will also get your customs, sales tax and service fee back from the program.
