I am a little confused about how immediate payment works. I've been trying to sell a laptop for a while, but have been consistently getting buyers who don't want me to finish the transaction through ebay and then refusing to communicate afterward, which I am not comfortable with. Because of that I tried to require immediate payment, but people are still able to buy without paying.
I'm confused on if I am doing something wrong or what the deal is. As far as I know if I list an item and it's shipping cost if somebody does Buy It Now they should have to pay before the auction closes, but my listing was just 'bought' and delisted without me receiving any payment.
This is kind of a two part question, but I want to make sure I'm not being overly cautious. Is it normal for people to want to finish transactions and communicate outside of ebay? I don't sell often, so I might just be overreacting expecting somebody trying to scam me by canceling a payment after I send them the item.
Any info would be great!

You have to go to Seller Preferences and set them for Paypal Required and Immediate Payment Required. The latter only works if you are listing as Fixed Price. Not on auctions.
You can demand that the bidder have an active Paypal account even on auctions.
While there also set your Preference to Block bidders with Unpaid Item Strikes.
As a new seller of high value/high fraud goods, you should also be aware that, although you have only 7 days to ship after your buyer has paid, Paypal will hold that payment back for 21 days against your good performance.
Have you looked into online classified local listings with cash on pickup?

Requirements to list with immediate payment
To require immediate payment for your item, you need to meet the following requirements:
- Have a PayPal Premier or PayPal Business account when you list your item. Find out more about upgrading your PayPal account.
- Have an eBay seller account in good standing.
- Specify a Buy It Now price of no more than $10,000.
- Specify shipping costs or offer free shipping when you list your item.
- Include all other related costs, such as taxes, so your buyer knows exactly how much to pay.

Just FYI if you do transactions outside of ebay which I do vey often as I am selling stuff all over on many sites .. Accept only payments buyer can not make claims or charge back,, Email money transfer,Western union,money orders.... Just a heads up ...

Thanks all. Lots of good info. Glad to know I'm not being too paranoid.
One thing I think I am missing. How do I set up sales tax when I list the item? I think it's required if I try to set up immediate payment in the future. Maybe I am just missing it completely.

Why?
Don't you want your potential buyers to feel protected? Do you have any idea how much off-eBay business you are actually losing by not offering flexible terms of payment, including those who protect buyers for internet purchases?
Prior to retiring, my website accounted for about half my sales. I was pleased to accept whatever suited the buyer: PayPal, cheques, email money transfers, money orders, cash, etc... (even Canadian Tire money - no kidding).

You must be registered with GST/HST to charge and remit GST or HST.
If you are not GST/HST registered, it is illegal to collect the tax.

I've had an amplifier on Craigslist for two months and received nothing but the run around from people saying they are coming right over, which they never did, to others saying they will have the money in a week, but they never came back.
So I would like to do a local sale on ebay, but the only way this will work is if I use immediate payment, otherwise I'll just get the same BS again...Possibly by the same people.
Can I do immediate payment via a local sale, even if I only use Paypal? And how do I know if I have a premiere Paypal account?

Immediate Payment Required listings MUST have PayPal as the ONLY payment method.
You can see what type of PayPal account by logging in, on the first page that comes up just under your name it will say what type of account you have.

I don't see a specific mention about Pick-Up only listings so I'm not 100% sure about them. You are required to specify the shipping charge or offer free shipping.

Recped, isn't it better to only accept cash for a pick up sale...not Paypal? Of course cash doesn't solve the immediate payment problem but does prevent chargebacks.

I'm not charging taxes, but without having 0% set for the taxes I don't think I can set it to immediate payment. I just don't know where to set it to 0% until afterward when I can send an invoice.

To require immediate payment, check the box "Require immediate payment" on the listing form (it has nothing to do with tax):
Accept credit or debit card and bank payments safely and easily with PayPal. | |
Your PayPal account email address (to receive payments) | |
