Hello everyone,
I have ordered an item (signed photograph) from an eBay seller in Oregon for shipping to Québec City, Canada. The order was placed and shipped on september 10th. Nothing to fret about for now. However, the tracking information says the item has been sitting in ISC Los Angeles USPS from five days now (since september 12th; i.e., last friday). Is this situation normal/frequent/regular? Thanks in advance for your answers! Here is the breakdown:

It says that it has left that facility and is now in transit.
Your item was processed through our ISC LOS ANGELES CA (USPS) facility on September 12, 2014 at 7:50 pm. The item is currently in transit to the destination.
If you check the tracking number on canadapost.ca and scroll down, it says the the item is in Canada so it may be in customs or already on its way to you. First Class International does have some tracking but it generally does not get scanned at every destination so it is common not to see every step.

In your experience, how long does it usually take for a parcel to get form ISC Los Angeles to Canada? I guess it depends on whether it is airmail or by truck? My parcel is quite small, but I don't know if it qualifies as a ''letter''.

You should continue to follow the tracking on Canada Post website. According to Canada Post

It depends where in Canada.
First you may have a delay at Canada Customs.
Then depending on your location, the parcel may have traveled within the USA to the nearest point of entry or it may have gone up to Vancouver for distribution in BC and Western provinces.
Assuming no major delay at Canada Customs, it could be anywhere from seven to fourteen days to a large city. Rural delivery may take a bit longer.
Keep checking the tracking number on Canada Post website daily until it appears. It is not unusual that some tracking points do not appear.

WoW! Someone at USPS needs a lesson in geography!
Unless they ship everything from OR to the East Coast from LA in Southern California to NY or some major point on the East Coast before moving to Canada.

Oops...I had read that wrong and thought it said that it was in Canada now.

Yep, according to both Canadapost.ca and USPS, the item is ''in transit'' from LA (to Canada) since last friday (september 12th). Seems fishy.

From Canada Post on the tracking information page:
Some items may be delayed if held by customs for additional inspection. Canada Post has no information on specific items awaiting customs inspection. Once an item clears customs, it is handed over to Canada Post for delivery. Delivery time depends on the product and the distance to its destination.
It is less than a week from arriving LA to move to the East Coast and then to Canada.
Nothing "fishy" about it.
