I checked my Seller Dashboard and was shocked that I am hit with 10.61% for "late shipment" and that is in the column of "Carrier says late delivery" NOT "Buyer says late shipment" with 11 transactions that weren't not shipped on time. I shipped them the next day and we shouldn't be penalized for the slow mail delivery. Didn't eBay see the tracking information of each??!! Or they just go glee and penalized regardless of what???
Of course eBay is IDIOT for setting the so-called estimate of mail delivery which are always insane and wrong and here we are being penalized for "carrier says late delivery?" due to eBay's wrong so-called estimate for mail delivery??!!
Very ironic as all of them were shipped by Tracked Packet with tracking number and during the month of December. What kind of people at eBay to invent this kind of things to penalized the sellers over and over??

Here is an interesting workaround.
Scenario
You list on eBay.ca Canada.
You have your handling time set to 3 days (or whatever, it does not matter).
You use Flat Rate Shipping for the International part of the Shipping.
Let's assume you set up the first shipping as Custom Location and check off USA. (not needed for this workaround).
You choose Canada Post Letter-post USA. The estimated delivery time is 8-13 days with the handling time of 3 days.
You add in another service and use worldwide.
Normally you would choose Canada Post Letter-post International and get some countries (Australia, UK, and so on) with estimated dates and some with the varies estimate.
Instead choose Canada Post Letter-post USA again. The option is not supposed to work for other countries but eBay never fixed it since they had Canada Post shipping made years ago. What happens? The listing will show the "varies" for every country ebay has in their list of countries. Varies means the buyer will never get the question because no dates will be listed. No question, no way to get a late delivery.
The international buyer outside Canada and the USA will see "Canada Post Letter-post USA" but our strange shipping names are meaningless to almost all international buyers. They might be confused a little bit with the USA in the shipping option but I think they will be more interested in the price.
This workaround works for Canada Post Light Packet USA also. And Small Packet Air USA also. Maybe other services too but I did not try.
Using this workaround will eliminate international buyers from getting the questions and being able to rate these services that have no tracking and no acceptance scans.
It leaves only the real USA buyers as the only ones who can rate these non-tracked services with the questions.
This workaround is only for Flat Rate shipping, not calculated shipping. Flat Rate does not check if an option is valid or not for a country. You can have the shipping option name match the service used except for the USA part for the International service. (Letter Post, Light Packet, Small Packet Air)
Very ironic that eBay.ca reluctance to fix this old issue with Flat Rate shipping is actually a way around being rated by buyers. Hopefully ebay.ca will not fix it.
Someone please make a test listing and check it out to make sure it works. I have tested it by going through every country with proper International and USA option for International and it always gives varies for me.

I always use economy shipping and list only on .com.
For Canada It reads EDT varies, so no date should show.
For the US where it matters the most , the EDT is Feb 19th to March 1st if I ship today. I have a one day handling time.

They cannot be "late" as they arrived in 4 business days which are fast especially during the month of Xmas (Dec)!. When I printed the PayPal labels, I see it said 4-15 business days". I guess it is different from what Canada Post estimated?. I have checked one package that Canada Post's estimate is February 28 which I mailed on February 9, that is to USA. Something is wrong.

As far as I am concerned, it doesn't matter if listed on com or ca which I listed both sites.
