On an expense item, I have been asked by a buyer if they can pay on a lay away payment plan. Paying monthly on a regular basis until item is paid for, and then I would ship out.
Is there any process available for doing this on ebay?

Hi mandicrafts.. Not at this time. US sellers can offer Bill Me Later through PayPal but not available to Canada.

Not really. And it would not a be a safe way of paying for the buyer.
If he makes multiple payments, through Paypal, PP will only reimburse him for the first one in case of a Dispute.
If he pays you by cheque, money order or cash, neither PP nor eBay can see any payment, and a crooked seller could claim non-payment and refuse to ship.
Layaway is a very old method of payment and almost disappeared when credit cards became widely available thirty years ago.
Both you and he will be best served if he attaches his credit card to his PP account and then pays you in full immediately from the card`s credit balance. You then ship.
He can then pay off the credit card at his leisure.
In addition he has Buyer Protection from both PP and from the credit card.

There is another safe way of paying for items you can`t afford.
Save up the money then pay for the item in full when you can afford it.
Simple.
