New E-Bayer Buyers Bidding Limit

Does E-Bay but a limited on Auctions a new E-Bayer can bid on. I have a buyer in Denmark that is driving me crazy because he can't bid on some of my Auctions. He has bid on 3 and they were fine but after that it comes up that he can not bid any more.
