Seller's Paypal won't accept payments at this time?

Hello there everyone! I bought an item about 10 days ago, trying periodically to pay for it via paypal. It was an item under $2. I have tried communication with the seller via ebay messages, but have not received a response. Every time I try to pay for the item, I get the message that the seller's paypal account cannot accept payments at this time. If I can't buy the item, no worries, but do I open a case for this? I don't even know the reason why the seller account cannot received payments I have received no messages from them. I have not paid for the item, and communication has been unsuccessful. What would the next step be? Thanks!

I keep muttering about 17 cents a minute, which is the minimum wage in Ontario,

 

Frankly for $2, I would forget the whole transaction. You have wasted too much time on it (and time is money -- again at 17 cents a minute). Further, you are not out any actual cash.

 

You can Report the seller for non-communication.

You have up to 60 days to leave appropriate feedback.

 

It is possible that PP closed his account for nefarious practices.  And is he still active on eBay or is he Not A Registered User?

I don't really understand it. I notice on his feedback people are still leaving positive feedback for received items, but he no longer has items for sale. He is still a registered user though. I suppose you are right, but I just didn't want him to try to open a dispute against me for non-payment. I tried to pay! 🙂
