When I sold my items, I thought it was to a person in California. I got the Paypal receipt and the shipping address was China. Buyer contacted me and said address was California. Can I send to California address and still be protected? Or should the buyer change the address Paypal has? Thanks!

The buyer should try to change the PP address to California. But since his PP account is apparently in China, he may not be able to do this.
So,
If he has the eBay address in California, ship there using SmallPacketUSA which carries $100 insurance against loss or damage in the mail. Expedited would work for shipping but because it is delivery confirmed, if the buyer claims non-delivery, Canada Post would not pay out (proof of delivery) and neither would PP (not a PP address).

Asian shippers often use trans-shippers because US sellers are very wary of foreign buyers, even Canadians. So this is not really a problem, just unusual.
