And the funny thing is, I haven't yet purchased anything from this seller! Now it gets stranger.

It is a block that sellers can put in, the only concievable use would seem to be if they are plagued by auction wreckers, and to work it depends on a very dubious piece of ebay software, if it is anything like that attached to the messages, which have a bit about 'You have bought 0 items ' from whoever, or whoever has bought 0 items from you, which are often wrong.
Contact the seller and ask about it.

Honestly, I can't be bothered to ask the seller. There's too many other places to spend my money. Their loss!
(And THAT is exactly how buyers think when sellers pull this kind of **bleep**.)
