When 2 different shipping quotes are given why is buyer charged higher cost...when lower quote is listed and not given does this not become False Advertising

On the shipping tab in an ebay listing if 2 or more shipping costs are provided then you should get an invoice with multiple shipping options and you click off the one you want. If the Seller has only written shipping options in their listing description and has only provided 1 shipping method in the shipping tab then you will get an invoice with no choice but you should be able to "request total" from seller or at least message the seller to provide a new invoice with the shipping method you would like based on what they have written in their listing.
Unless there is some ebay glitch I am not aware of ... ?

If you are buying an item that comes through the Global Shipping Program you WILL always pay any higher cost that you see. Can you give an example, and show what item you are looking at? Or post a screen shot of the listing? Or provide more details about what you mean by "2 different shipping quotes are given"?

This is a Seller using the GSP for shipping, as an example for you. There may be import charges shown in the separate line or sometimes they roll it into the shipping costs ~ so when you get an ebay invoice for a purchase you will see 2 shipping costs but it's not a choice .... it is the breakdown of the Seller's costs and then the GSP costs....

I assume you're referring to the fact that the shipping cost listed below the current bid on the search results page, or in your 'watching' list, can be substantially lower than the price listed below the current bid on the individual item's page.
This seems to be an issue with things originating in the US, for bidders located elsewhere - and I assume it's related to the fact that the "import charges" are now invariably listed as zero, when they used to increase along with the bids.
It's all down to the Global Shipping Program itself, of which absolutely nothing good can really be said - unless you're an Ebay shareholder.
My guess is that the program itself is so universally unpopular (not just because it increases costs, but because it gives Ebay too much control over the international shipping process itself, which they've turned into something maddening and ugly) that they're in the process of hiding its existence. They just haven't sorted out the software yet.
I imagine that soon the amounts will all concur, and the "import charges" will either stay at zero, or (possibly as a result of a legal challenge - there are import charges being applied) disappear.
