Why are people allowed to sell coins that are not 100% gold and yet it says gold coin on the coin?

Are any gold coins 100% gold? It is my impression that all gold, with the exception of bullion, is alloyed with something because gold is so soft that a coin could be bent by fingers and certainly can scratch. My wedding ring is 18K and is very scratched because in part of the high gold content.

 

Do you mean gold plated or gold filled coins being sold as 'gold'. This would be a violation and should be reported. There is a Report button on every listing.
