Does the seller of the item you want offer international shipping? If not, you can't force them to.

It doesn't work that way.
The Global Shipping Program is a seller protection program offered to sellers in the USA and the UK to persuade them to ship internationally.
It does this by protecting them against false claims of non-delivery and negative feedback about the cost of foreign customs fees and sales taxes.
It has almost no benefit for buyers, particularly Canadian buyers.
If your seller does not offer international shipping, you can use Contact Seller to ask if he will ship to Canada (some have never even considered it) using USPS International First Class Package (be specific and tell him this offers him Confirmation of Delivery).
Ask how much he would charge for this. (It may be over $20)
If he says no or refuses, just move on.
He's a paranoid xenophobe and it will not get better.
