how do I get my money back for an item "paid for" but not shipped & no response from seller?
after the transaction closed, the seller said that the shipping was higher than the listing said for Canada.

I'm sorry to hear this transaction did not work as it should. Please also note the board moderator will come around to obscure your reference to the seller because we're not allowed to name names in the Community. What you will have to do is go to your desktop and open an Item Not Received case for the transaction in question. There may be a prerequisite delay allowing the seller to ship if no tracking number has yet been provided. They may simply be disorganized. Come back to let us know if that doesn't work in this case.

Tell the seller that you bid on the item and had budgeted for the total including the advertised price for shipping.
Tell him that you would like him to cancel the transaction.
If he is willing he can send you a Request to Cancel/ Mutual Cancellation Request. You can agree promptly and the transaction ends.
Or you can ignore it and eventually the transaction ends.
Do NOT agree until the seller has refunded you.
When the Request is agreed to, you are both freed from the transaction, he gets his selling fees back (about 20% of the price, by the way) and both of you can leave feedback.

And start an Item Not Received dispute.
The seller then has to either prove that you have received the item (by showing the tracking number and confirmation of delivery) or refund you.
If he does not refund you, and there is a short delay to allow time for delivery, Paypal will, and go after him for their money. Relentlessly.

Umm-- you didn't mention that this shirt was sold under the Global Shipping Program.
Is the additional charge that you mention the duty and sales taxes the GSP collects for Canadian governments (plus a $5 or so service fee) ?
If so, you really do owe the money and the seller won't ship until it's paid.
Then he takes to $12 or so he charges for shipping and sends it to the GSP plant in Kentucky (yeah, yeah, it's hub and spoke shipping and no it does not delay the parcel) where it is put on a truck for Canada. The GSP also collects and pays the applicable sales taxes and sometimes duty at this point.
Once in Canada it is usually given to Canada Post (but sometimes CanPar) for shipment to your doorstep. There is no delay at customs because all that was dealt with in Kentucky.
