Go to the Resolution Centre at the bottom of this page. If your problem has aged out of eBay's Buyer Protection, go instead to Paypal -> Tools (top of page)-> Resolution Centre.
Open an Item Not Received dispute.
You have already tried to contact the seller, so skip that part.
If the seller cannot prove delivery (not shipping, delivery) he will be forced to refund you.
Do NOT accept an offer of a replacement.
Do NOT close the case until you have your money back.
