They make it difficult. You have to wait for all payments and withdrawals to clear your PayPal before they will officially close your acct and a bunch of other stuff. I tried to do it awhile ago but gave up.

Gee, imagine that! They want you to make sure everything in your account as been dealt with before you close it.

PayPal should not have anything to do with closing your eBay account. If you have paid all your fees to eBay then why does it matter to eBay if you still have stuff going through PayPal? PayPal is used for other things besides eBay.
