iwant to buy from another country person who is selling says okay bid ebay will not let me cause she does not ship here when she got ahld of ebay they will not let her change shipping why?

It's not eBay that won' let you bid, it's the seller setting up the listing to block bids from countries that the seller doesn't ship to. You have to ask the seller to place you on her blocked bidder exemption list. This should allow you to bid on the listing.
