I had a buyer who bought a multi function watch, I got an email from this buyer that one of the function of the watch doesn't work and want a refund, I told this buyer that I do not have refund policy and offered to exchange if the watch is not working for that particular function, and also told him/her to read the instructions and it may solve the problem. This buyer was also bitching about the shipping cost, as it was too high for this little item. his/her tone was harassing too.
Today i see a neg from this buyer, I know this buyer was harassing and also wanted refund, while I didn't have policy for refund...
what you guys think what should I do... should I also leave a neg.. or just move on..without leaving any feedback.

pull there user info and call them . Make sure it's got a real phone with the ID ..if not you can get it removed

Not to comment either way - but it is interesting that your customer has only ever left one feedback and that was the neg to you. It appears that he/she views feedback as a weapon to be used against sellers when he/she doesn't get his/her way.
Your auction does read that the watch is guaranteed to be working but I believe you are within your rights to expect the customer to accept a replacement. Combine that with the complaints regarding S/H, which is very clear in your auction, and it sounds an awful lot like a little bit of buyers remorse creeping in. I'm not sure how much of an opportunity the buyer gave you to correct the situation but, IMHO, once the feedback is placed the transaction is closed.
If you feel the buyer was totally unreasonable, it would be more than accurate to forewarn other sellers in the form of a neutral or neg.

Guy, don't even think twice, neg them.
I negged 3 NPB's a bit a go in a row, then left no feedback for a while so all my other NPB could see what was coming down the pipe for them as I issued my batch of ebay NPB warnings... Left those babies up for a while
I know the others checked after they got their ebay warnings & saw, because I had the best turnover back to paid sales from NPB so far. No personal attacks, no detail, just red 'NPB'.
I especially enjoy it because of the private nature of adult sales, what?! pay everyone but the adult guy? I don't think so buddy. Stands out nicely next to the glowing raving regular feedbacks. No one wants the BIG RED 'Private' NPB on their page for a month, I'm finding its quite an incentive for bidders who decide they don't feel like paying.

I neged both, the first one who was demanding refund and second one, I just emailed him to say that NPB is coming if you do not pay and he negged me right away..
I don't think I have to worry about these negged, I show my daughter my feedback page and she said these two people looks stupid when everyone else is praising and satisfied with the deal.
