Personally (and please don't think this is the right way, I am just providing my opinion) if the buyer did NOT provide the correct shipping address, and still wants the item, then the buyer needs to reimburse you for paying the item twice. You will likely also get dinged with postage to return the mail to you, because Canada Post charges for returning the item to you. So, essentially, you're paying to ship the item 3 times. The return you are likely just going to have to suck up and pay, but I would hope the buyer would see it as his mistake and cough up the extra money for shipping the item to him or her twice.
Good luck, and hope everything works out for you!

Tell the buyer to contact the new residents and ask them to readdress the parcel to his new place.
Tell him that he can instruct Canada Post to send on all his mail, by buying a Change of Address order at his local PO.
If he does not see any reason for doing this, let him know that the PO is slow about returning misaddressed and refused mail, (true) and that it is probably best if you just refund him when you see that the parcel is on its way back to you since resending could take months. (Or not, returned parcels are erratic,)
Remind him to change his eBay and Paypal addresses, since sellers are required to ship to only those addresses.
