what phone is it?  Obviously if shouldnt have been advertised unlocked if it isnt, but it might be as easy as $2 and 30 seconds to enter a code to unlock.  Which is easier and cheaper then sending it back.  Of course contact the seller first and they may voluntarily provide the code to unlock it
