why ebay charge em import charge?

i wanted to know why ebay charge import charge?

Hi .. Your watch..view the listing..in top section will see ..import charges to be provided at checkout.

Seller is using ebay's Global Shipping Program..

If you prefer  to (maybe yes, maybe no ) on delivery than listings that show on checkout would have to be avoided.
