I was able to find a seller that had tried the new tool and their impression was it was not even close to an improvement. Others love it. May totally depend on the type of items one is selling. The other concern would be this being a mandatory fix to listings and no way to bypass. We shall see. Still the point about app only is a concern.
From the help page: You can add and edit photos in the mobile app and finish your listings on the desktop. 
Our recommended best practice is to use a white background on your main photo because it will improve your listing’s visibility in Google and eBay.

PS. The last time I received a message that I had a listing requiring repairs, I fixed, so I thought. The tool still reports repairs are needed.
