We anticipate this rolling out in the Fall and I'm hopeful we see it sooner than later!

Personally I will never use this tactic...
Watchers watch for a variety of reasons - price comparisons, maybe waiting to see if seller lowers the price,checking to see what the item actually sells for, etc, etc. Many "watchers" have no intention of purchasing...Some "watchers" simply may never return to the seller if they get bombarded by numerous sellers throwing offers at them...
Sure there may be some"watchers" that are ok with this tactic and may even take to the idea, but on the other hand does a seller really want to engage in a tactic that may send potential buyers elsewhere?
not me...I have no intention of pissing off any potential buyers.

Funny you should say that.... I usually watch an item as a reminder to myself to buy that item sometime in the future (not necessarily from the actual listing I watched).

eBay does have account settings for the different types of messages that are allowed -- just because you send out an offer does not mean a watcher's settings will allow it to be sent to them.
Plus, if a watcher gets annoyed with "offers", then they were never a potential buyer in the first place.

Maybe...maybe not...since watchers "watch" for different reasons, one can never know if a "watcher" is a potential buyer or not and/or if that "watcher" will simply not visit that seller again and/or may not bother to use the watch feature anymore since that feature now has the potential to invite such notifications from any seller for any item that they choose to "watch".
The features has its pros and cons for both potential buyers and sellers. I have used the "watch" feature for my own reasons, but knowing now what this feature allows, I may no longer use the "watch" feature at all and will be making changes so that I do not receive any offers from sellers...
it's annoying enough to get email messages from eBay about every item I look at on eBay for whatever reason I choose to look at an item. Have had to change all my communication notifications to avoid receiving ALL unwanted emails.
