Are the purchases from the USA or the UK?
Sellers in those countries can use the Global Shipping Program (GSP) to ship internationally.
If the seller uses GSP, then the second charge for each purchase covers any duty, sales tax and handling for the item. This means no additional charges when it arrivesin Canada . Pitney-Bowes runs the program for eBay.

Overseas as in the UK?
ONLY the UK and the USA have the Global Shipping Program available to them.
It's a Seller Protection program and offers very little to buyers.
If your seller is NOT in the UK, you still have a problem.
