With an item that I bought, it looked like shipping was going to be somewhat smooth, until it got stuck in Erlanger, KY. It's been there since 6:48 AM August 23rd, and on "Customs Documentation and Labeling" since 8:00 PM August 23rd. How long could it take to tape a piece of paper to a package? This item isn't anything fragile or super large, it's an NDS game cartridge. A very rare one, but that shouldn't affect things.

It would appear that the seller uses GSP (Global Shipping Program) which means the seller ships items to the Global Shipping Center in Kentucky which handles the outgoing shipping from there, taking care of all customs procedures and so forth and the item will continue on its journey...

Yes, it's normal. It's only been at the gsp center for one business day and it could still take a couple of more until it leaves the center. There are also situations where it leaves the center but tracking doesn't show that for a few days.

Following tracking is like watching sausage being made, not something that a wise man should do.
Keep in mind that the tracking number is applied at the LAST place the item was seen, and not where it is now.
August 23rd was Thursday and today is Monday August 27th.
Another poster worked this out for buyers who have not yet received their GSP shipment.
TRACKING SYSTEM FOR GSP
It's not user friendly... But I found how to track your package via the global shipping program, once it gets to Canada you need to:
- Log on to eBay.ca
- Under the My eBay menu select Purchase History
- Under your orders find the specific order. It should have something like the following:
Estimated delivery Mon, Jan 11 - Thu, Jan 21
Tracking number: Tracking number UPAAB000000#########
- Click on the UPA number. This should open up a Shipment Details window, which should contain something like this:
This shipment has been transferred to CPC for delivery to the final destination # 70351#########
-Click on the Canada Post number to see where the Canada Post Tracking history and expected delivery

There would be no duty or sales tax on a $5 item, although the GSP might charge their ~$5usd service fee.
I allow 20 days for delivery for anywhere in North America, based on over 30 years in mail order.
Is your shipment overdue? You have 30 days to open an Item Not Received dispute.
left the shipping depot in KY on Friday afternoon but nothing has updated either.
That's normal.
Tracking shows where an item has been, not where it is.
You do know today is Monday right?
Do you have the UPAA..... number yet? That will track from KY to Canada.
