Here's a hint: don't ever buy from someone who uses the Global Shipping Program again.
I certainly would not - most of it is just a rip off.
After all the problems asssociated with it, I am surprized eBay has not deep sixed it yet - they must be taking some of the cut.

My parcel is shown at Erlanger since the 27 November 2013. Ebay sent me an email to give a feedback. I sent a message back I am still waiting on the parcel in Australia. Only time I have ever had a problem. It is not the seller they are lovely and I do not want a refund. I want to get them to track my parcel.

At this stage, start an item not received claim. You are probably out of time for a refund to be enforced, but since it is a GSP item that should set wheels rolling to trace the parcel. Your seller will not have to refund under any circumstances.

I contacted a seller before bidding on an item and asked if they could ship directly to me in Canada rather than through the Global Shipping Program. The GSP does not benefit me as a buyer and ends up costing me a lot more than if it is shipped directly to me.
The seller said that yes they could do that. I went ahead and bid and yesterday I won. I just received a message from the seller just now saying they can not change the invoice.
This is what they are saying the message said they got when they tried to send me a new invoice...

The item(s) will ship using the Global Shipping Program. As part of the program, buyer directly pays international shipping and import charges to the third-party shipping provider. The buyer will still be able to complete checkout even if you don't send an invoice.
The seller has said this is because "I" am signed up for the Global Shipping Program! How the heck did I get signed up for this?? And how do I get out?
I asked the seller to cancel the transaction which they did. I also asked them about relisting as a Buy It Now without Global Shipping and they said there was no point since I was signed up for the program.

You are not sighed up for the Global Shipping Program, the US seller is. If a seller cannot work out how to send you a corrected invoice through eBay, he can send you an invoice through Paypal, referring to the eBay number and then marking the eBay form as Paid and Shipped. As long as the eBay number is recorded this is not an off-eBay transaction.
You did the right thing, though. Perhaps the seller will decide to drop the GSP or to use it more selectively. On purchases over $100 of items not made in NAFTA countries (and it is made not sold), there is some benefit to the buyer for using the Program.

This is the Canada board so none of us sell using the gsp. You might want to ask on the U.S. selling board. It does look as if your sold listings were all listed with the gsp so it is odd that you have given the buyer's address. Perhaps the item is something that is not supposed to be shipped through gsp?

Buyers have been reporting receiving GSP listed items that have been sent straight from the seller. Sometimes the seller has been blamed, as any refund of GSP fees can be a hassle.
Hopefully this isn't another GSP glitch.

No. Most definitely not.
Your recently sold listings did not offer Global Shipping.
As such, you should mail directly to your buyers, wherever they are.

Hi missvstamps.
Just wanted to chime in, to add onto the very helpful info offered up by the community.
I had the same thought as pjcdn2005 -- that maybe the item was restricted under the GSP. You should also check to make sure that the listing was in fact completed with the GSP in place (as suggested by pierrelebel).
If you look into these suggestions and things still seem amiss, please send me a private message and include transaction #, item #, + eBay user id and email address used. THat way I can look into it from this end.

Hi Ben.
Allow me to give you a little trick.
Check a sellers listings. In the panel at left, select "sold". Sort by date.
It will quickly tell you if a seller offered GSP or not.
Just like magic!

Pierre, I see GSP on all the seller's recently sold listings. There are 4 items, all quite unsuitable for GSP shipping but permissable items nevertheless.

If you read the listing you will see the additional
charges were there before you even bid.

However, I had not seen them when I checked, immediately prior to posting.

Hi s-mooers.
With the Global Shipping Program buyers see estimated fees on the listing, and then actual fees on the checkout page.
Pitney Bowes operate the US Shipping Center, and handle the shipping/handling/etc. for the international leg of the journey.

Thanks Jessi, I just got back to eBay after a 4 year hiatus. I read the boards thoroughly and was shocked to read the "rage" from Canuck buyers on the community boards over this GSP. I have made 3 purchases from USA sellers since Feb 1. One IOWA seller cancelled and refunded my money( god bless her because the Kentucky Depot lost the order) she lost 113.00 in sales. One order for 18.00 did get to me but I have another costume jewellery seller thats lost the order also. He gave me a tracking number and it shows that it's sitting in Canadian customs and has not moved since Feb 10. I have no recourse other that to threaten him if this order does not get to me. I will open a complaint next week. I emailed him to let him know what has happened. He has excellent fb and I don't want to take these drastic step but I don't want to loose 200.00 either. I have bought from the States for 11 years and never had a problem! AND how the h*** can you know which US seller uses GSP?? The seller who's costume jewellery for 200.00 did not post on his site. There is no need to threaten the seller.
I will open a complaint next week.
This is the only effective procedure with a GSP order, and as long as it reached Erlanger KY. safely the seller will not be out of pocket.
AND how the h*** can you know which US seller uses GSP??
It is written all over the top of the item page around the price area. Look for the words no taxes on delivery, or similar. Go to a GSP itema nd look at it to know what they look like for future reference.
In 'List view' search you can avoid these sellers by avoiding the ones that say 'Customs service and international tracking provided'

You probably saw 'International Priority Shipping'. This is not USPS 'Priority Mail International', despite the similar name.

Does the tracking number actually say it is in customs? If it went through the gsp I don't think that it would stop in customs as I believe a broker would already have pre-cleared it. Is this the seller that you bought a number of items from on January 30th? If so, it looks as if they are using First Class International which means they would have sent it direct and that it could have left customs already but not been scanned. If it is that order it has been just 2 weeks, I don't think that there is any cause to worry at this point..it often takes longer.

I noticed that some some USA sellers show only a shipping charge. Is an import charge also a requirement now? I was satisfied just paying the Canada customs duty taxes when items were delivered to my door. I didn't have to pay a USA import broker more than I normally what I have to pay.
Is $59 US the normal import fee for an item worth $285.00 US?
Is an import fee adjusted after an item is purchased?
