Scamming problem

Currently I just issued a refund on item not received and the seller is trying to stall for as long as possible making up excuses to not give me a refund.  Is there anyway to get ebay to step in sooner or do I HAVE to wait until the day where it says that ebay can step in if asked if it cannot be resolved?

eBay gives the seller time to resolve the problem on their own so there is no way to ask them to step on sooner.   But if the seller suddenly becomes ‘not a registered user’ that would mean that eBay took away their membership, so then you might be able to receive a refund earlier.
