I redeemed multiple eBay gift cards (purchased through Bitrefill), and they showed in my balance. However, when my credit card failed during checkout, the transaction didn’t go through, and all gift card balances are gone.
I spoke to support, they said its a bug, and opened up a case for me. They said my funds are safe, but wait time to get this resolved is uncertain. Does anymone know roughly how long it will take? Days? Weeks?

The issue with the phone eBay reps is that they are not particularly well reputed for being helpful. If you don't keep the followup, they will likely toss it into the "forget" drawer.
If you have a case number, try to contact eBay through social media (X or FB).

The phone reps have a terrible reputation for getting you off the phone as soon as possible even if that means giving you the advice you want to hear instead of the advice you need to have.

The social media Chat accounts are covered by trained eBay employees with some authority.

Also in my opinion, gift cards should never be used online.
Once the money is gone, it is gone.
Like sending cash in the mail, back in the 20th century.
Payment online should be with a credit card, preferably backed by a payment processor like Paypal.
On eBay that would give you three levels of Buyer Protection, eBay's Money Back Guarantee, for 30 days, Paypal's Buyer Protection for 120 days, and the card's chargeback policy which may be as much as 180 days.
